Signal:

This is a reading of the cable integrity and has nothing to do with the "Strength" of the satellite its pointed at. RG-6 will most defintely give a higher number than RG-59 since of course it is a better cable.

Quality:

This is the reading that is the most important as its the "Strength" of the satellite its pointed at. The higher the number the better as it was is actually relaying the beam from the dish to the receiver. Weaker numbers will sometimes cause long delays when switching channels and even freezing.

Notes:

You may want to fine tune your dish on a calm and clear day so you have no clouds or wind to interfere with it. Clouds can sometimes lower the Quality and Wind (depending on how secure the dish is) can sometimes move the dish somewhat.
